New York has taken another important step toward improving fairness and predictability for construction workers.
Recently, Governor Kathy Hochul signed several labor-backed bills into law, including a chapter amendment to the Construction Reporting Pay Act, legislation designed to provide meaningful protections for construction workers when scheduled shifts are unexpectedly canceled.
Genium Principal Michael Cinquanti joined Governor Hochul, labor leaders, and industry stakeholders at the bill signing ceremony and was proud to help negotiate the chapter amendment that advanced this important measure.
Addressing a Longstanding Challenge
Construction workers often face unique scheduling challenges. In many cases, workers arrive at a jobsite or travel significant distances only to learn that work has been canceled with little or no notice. These last-minute cancellations can create financial hardships and disrupt personal and family obligations.
The revised Construction Reporting Pay Act helps address these concerns by establishing clearer expectations for employers and providing greater protections for workers whose scheduled shifts are unexpectedly canceled.
Collaboration Between Labor, Industry, and Government
The legislation was the result of extensive collaboration among labor organizations, industry representatives, the Governor’s office, and the Legislature. Building trades unions across New York, including LIUNA and other labor advocates, identified reporting pay protections as a key priority in recent legislative discussions.
Through stakeholder negotiations, policymakers were able to develop an approach that recognizes the realities of construction projects while also respecting workers’ time and commitment.
What This Means for New York’s Workforce
The new law reinforces a simple principle: workers’ time has value.
By increasing predictability and accountability around scheduling practices, the legislation provides greater fairness for construction workers throughout New York State. It also reflects a broader commitment to strengthening labor standards and supporting the skilled workforce that builds and maintains New York’s infrastructure, buildings, and communities.
